Job Description

JOB PURPOSE
The management of and undertaking of all pre-construction measurement / quantification services for Strategic Projects Estimating Department.

RESPONSIBILITIES
- To engage external PQS practices to undertake pre-construction measurement for bidding purposes;
- To technically check what is produced by external PQS practices and correct as appropriate;
- To undertake all aspects of producing quantification to high standard of accuracy in a timely manner for in-house measurement function;
- To keep accurate chronological records of tender information to ensure version control and reporting;
- To be able to understand requirements of tender documents and produce work that will match or exceed the brief;
- Drive BIM quantification within department and in the future other parts of the business;
- Issue and management of records and documentation relating to bid;
- The ability to produce quantities ranging from cost plans through to fully detailed bills for hand over to delivery teams;
- To articulate information that is not necessarily drawn or developed into quantification for pricing purposes;
- Create and manage a library of standard descriptions to inform BQ production;
- Create and manage bench mark data;
- Involvement in value management/value engineering input; 
- Required to attend regular meetings; 
- To apply a neat and accurate approach in all day to day activities and to strive to enhance one’s own professional capability;
- To be aware of business continuity processes via Line Manager;
- Develop a Department from new and role out best practice to other parts of our business.

KNOWLEDGE, SKILLS & EXPERIENCE
- Experience of working on large value tenders across many sectors of the industry; 
- Experience of measurement from drawings to produce quantities in following formats SMM7, NRM 1 & 2; 
- The ability to work in a team and meet tight deadlines;
- The ability to work unsupervised on own initiative producing work to high standard of accuracy;
- Experience of Measurement from BIM models using measurement software; 
- Professional accreditation e.g. RICS, CIOB, ICES; 
- CSCS card; 
- Proficient in the use of Microsoft packages e.g. Excel, Word & PowerPoint;
- Expert at understanding tender / construction drawings and able to measure and take off accurately;
- Understanding of the inter-relationship between specifications and cost drawings;
- Ability to find winning edge;
- Understanding of compliance with company procedures;
- Ability to communicate effectively with a range of people;
- Understanding of the relevance of bid document and conditions;
- Able to understand input into a bid and construction programme;
- Understanding of construction contracts in relation to projects;
- Able to work effectively as part of a multi-disciplined team;- 
- Understanding of H&S issues at work;
- Experience of working on large projects.
